This is Russian city Norilsk. It is the northernmost city in Siberia and the world’s second largest city above the Arctic Circle.The extreme temperatures can go till -54°C. Therefore, it’s hard to see any homeless people there. When weathermen say that it will be warm, it means it will be -10°C. People have even known snow in June. And this is the bus in winter. It’s not this way all the time, but it can happen.
